On February 17, 2010, the Harlingen City Commission accepted the annual Harlingen Police Department delivered by Chief Daniel Castillo. The following is a summary reflection of the report:
Year 2009: 6845 citations were issued during traffic stops.
- Year 2009: 366 persons were arrested in lieu of a citation being issued.
- Year 2009: 7211 total activities when above numbers are added.
- Year 2009: Report reflects 963 Whites/13.35% citations
- Year 2009: Report reflects 53 Blacks/0.73% citations
- Year 2009: Report reflects 6148 Hispanics/85.26% citations
- Year 2009: Report reflects 5 American Indians/0.07% citations
- Year 2009: Report reflects 32 Asians/0.44% citations
- Year 2009: Report reflects 10 Others/0.14% citations
- Year 2009: Report reflects 12 Consensual Searches
- Year 2009: Report reflects 143 Probable Cause Searches
- Year 2009: Report reflects 5 Searches from Arrests
- Year 2009: Report reflects total of 128 DWI Arrests? “ * ”
- 484 DWI arrests 2008
- 484 DWI arrests 2007
- 276 DWI arrests 2006
- 340 DWI arrests 2005
- HPD authorized strength is 133 police officers: 121 sworn police officers
- 2000 Census Population of 57,564 is utilized for report.
- Arrest Demographics table reflects:
- 32 Caucasian arrests/8.74 %
- 3 African Americans/0.82%
- 330 Hispanic arrests/90.16%? “ * ”
- No Native American or Asian arrests
- 1 Other arrest/0.27%
Conclusions
- The Hispanic population receives the majority of tickets (85.26%) and are most likely to be arrested (90.16%). “ ? ”
- DWI arrests for 2009 are down. At this time there no statistical numbers available for accidents involving alcohol as contributing factors. S.T.E.P. over time is paid to Harlingen Police officers and the low arrests numbers do not reflect any actual activity of a concentration on DWI arrests. ? “ * ”
- Mayor Boswell reported that crime numbers are low in his state of the city address. The UCR report is not yet available for public viewing and an open records request has been submitted to verify numbers. It has been reported that crime numbers are being manipulated by a new software system that counts multiple crimes as one only if committed by the same person or in the same general location such as a spree of criminal mischiefs or burglary of vehicles.
EDITORS NOTE:
The city of Harlingen has a 70/30% Hispanic population.
Yet they are 90.6% most likely to be arrested.
This definitely is an indication of profiling against Hispanics.

I’m very interested to know from which census you have pulled your “facts”.
As much as it pains me, I have to agree with you whole-heartedly that racial profiling cannot be tolerated by our police department.
That being said, you have once again proven that you will post anything and everything to get a rise out of people and make villians out of everyone. If you had done your homework you would have noticed that the 2000 census has approximately 16% of the total population that are not classified as anything more than “other”. This “other” could be anything including people that the police officers might consider to be hispanic or latino.
You know your community demographics as well as anyone, and I think that you’re fooling yourself if you honestly think that the hispanic population only makes up 70% of this city.
Let’s be serious for once, if you want that number to go down, the solution is simple…commit fewer crimes.

The above quote was in the article above. I have no clue where the truth lies but a single set of data neither proves nor disproves anything. Was a correlation test conducted to indicate the significance? Consider this, 100% of those cited or arrested have eaten carrots in their lifetime. Meaning? Your misuse of statistics is like a numerologist proving happenings based on magic numbers with no basis in hypothesis testing.

A set of data can be manipulated to satisfy both sides of an argument in many cases. If you run a correlation test and don’t like the outcome well then just change the alpha value. Sooner or later your conclusion will be viable, nevermind that it might be at a low significance level.
