Harlingen CISD Board of Trustees Approves Final 2008 – 2009 Audit Report

The Harlingen Consolidated Independent School District continues to chart the course to exemplary by demonstrating sound financial responsibility at managing tax payer dollars in a fiscally prudent manner.  On Tuesday, December 10, at the regular board meeting, the Board of Trustees unanimously approved the District’s comprehensive annual financial audit report.  The report shows the District in good financial condition with a general fund balance of over $30,400,000.  The report presented by administration was audited by Long Chilton, LLP, certified public accountants, and was presented a day earlier to the Board of Trustee’s audit committee.  The annual financial audit report presents demographic, tax value data and comparative reports over a ten-year period. 

Superintendent, Dr. Steve Flores, commented “These are tough financial times, however, I am very proud of our team for staying steadfast and committed to maintaining high quality schools that our community can take a great deal of pride in while still watching the bottom line.  The audit report once again clearly demonstrates we have a very stable, secure, and financially sound District with one focus – students.” 

Board President Javier De Leon stated, “The comprehensive annual financial report and audit indicates that Harlingen CISD is in good hands.  With an average annual fund balance over the last ten years of over $33,000,000, we believe we have one of the most fiscally responsible districts in the state.” 

As the Board of Trustees evaluates the need for a possible bond election in 2010, taking a close look at the financial records over the last ten years ensures Harlingen CISD is in the best financial position to take advantage of available state instructional facility allotment (IFA) and existing debt allotment (EDA) dollars.  The state of Texas will have $75 million in IFA funding in 2010.  Funding for instructional buildings is based on the property wealth of a school district.  Harlingen CISD currently ranks 270 out of 1037 school districts state wide.

Currently, Harlingen CISD has one of the lowest tax rates of any school district in the Rio Grande Valley at $1.125 per $100.00 valuation.
