My name is Angie Briseno , I live in Cameron County and I am a voting tax payer. First of all I have tried to contact you by telephone and I left a number of messages to be contacted by you or your office. Until this day, I have not received a response or acknowledgement that is satisfaction for a voting tax payer of Cameron County.
Sheriff Lucio, I would like to take a few minutes to discuss why I am so disappointed with the treatment that I received from your staff at the Cameron County jail and your office. My son-in-law Jose Angel Morales was incarcerated in the Cameron County jail July 16, 2010. Jose Angel Morales parents posted bond for him and he was supposed to be released on Saturday in time to attend his son Birthday party. We waited at the Cameron County jail for a few hours for his release. During the time we waited, we asked repeatedly what’s taking so long. No one would give us a truthful answer. After waiting several hours, Jose Angel Morales parents returned to my daughter and son-in-law home to celebrate my grandson’s 15 year old birthday party. My daughter became very frustrated and called the Cameron County jail and insisted on information why her husband Jose Angel Morales had not been released because bond had been posted. After the phone call finally someone informed her that her husband Jose Angel Morales was in the Valley Regional Hospital .
My real hurtful problem is why they would not inform his parents who were there at the Cameron County jail posting bond with a bail bondsman at 6:00 pm and had them wait several hours and not inform them that their son Jose Angel Morales was sent to the hospital earlier that day.
After asking several people on how they were treated at the Cameron County jail, I had been informed and complying information that this is not the exception but the rule how bad people are treated at the Cameron County jail.
Sheriff Lucio, the way that your office has not responded to my telephone calls leaves me to believe that most of the people are telling me the truth, that this is a normal way that your department treats voting tax paying citizens like myself.

Her additional statement: ”After learning that Jose Angel had been beaten almost to death I filed a written report with Sgt. Daniel Valerio of the sheriff’s office. The date of this report was 7/17/10. I asked Sgt. Valerio for a copy of the report. He told me that he was reviewing it and that he would call me later so that I could pick up a copy.”
Not hearing back from him I contacted the sheriff’s office the next day and spoke to Lt. Carlos Garza (956) 551-4873. He told me that he would not provide me a copy of my complaint. (He would provide a copy of the arrest report.) He also said that I was free to contact a lawyer if I liked.”

was he beaten almost to death at the county jail? heck forget 5 on your side, get a good lawyer. no one should be beaten up in jail by the jailers.
Get lawyers from the outside, when people are in jail it is the responsibility of the guards to protect the inmates.
I am not defending law breakers, but you don’t have to mistreat them either.
Sherriff Lucio was not liked or respected when he was at HPD. Many found him arrogant, acting like he was better than everyone else. Do not expect him to lower himself to help unless you are one of his inner circle of sycophants.
