Citizens of Harlingen, remember that many of us that are employed as city managers or city administrators serve at the will of a city council or city commission and we are at will employees, whenever there is an election more than likely the city manager is gone, many cities here in the valley do not hand out contracts while some do.

SOME THINGS JUST DON’T CHANGE IN HARLINGEN

Much of Harlingen’s stagnation has been due to one office. Planning and Zoning. P&Z is the office that permits or disallows development projects. An investor’s success depends on speed and time. All developers want their projects up and running ASAP. Investors argue that their money is tied into construction, and delays eat into their profit margin. Hence, longer delays, mean less profit.
